October 9, 2014
Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.
In attendance: CMs, Riazi, Coolen, Rodgers, Thorpe and Cook.

Town Administrator’s Report
Mr. Warrington you will see an article in the next Newsletter and posted on our website regarding recycling. The Maryland Recycling Facility has had a problem with people putting non-recycling materials in with their recycling. They are now tracking each municipalities recycling and giving a numeric value to non-recycling items dumped and when we reach 100% we will begin to have to pay to dump our recycling. Currently, the free recycling saves us $34,000 a year in taxes. So, we are requesting that we all be careful and only place acceptable recycling materials in the recycling bins. We will no longer pick-up recycling materials in black opaque bags.
Chief’s Report
Chief Robshaw positive report tonight as well. Our crime rate is down 13% and we are doing extremely well. Halloween is the 31st from 6pm to 8pm. Please drive carefully. We have received a Federal Grant in the amount of $13,000 grant for new computers for our cars.
Proclamation Recognizing the 95th Anniversary of the Cheverly Womans Club
Mayor read a Proclamation.
- CM Cook to approve P-6-14 Recognizing the 95th Anniversary of the Cheverly Womans Club and Declaring October as Cheverly Womans Club Month in Cheverly. CM Coolen seconded. Approved 6-0.
Recreation Council
Mayor the Halloween Parade will begin at 10:45 at Gast Park and will proceed to Town Hall for the Halloween Party.
Green Infrastructure Committee
Mayor CM Eldridge and I attended the meeting on Monday evening. There has been a regeneration of native plants in Euclid Park as a result of the removal of invasive species in the back area. They are working on Green-Up, Clean-Up. Saturday at 10am until Noon will be a walking tour of the area.
Cheverly Day Committee
CM Thorpe Cheverly Day will be May 16th at 7:30 and our first planning meeting will be this Tuesday the 14th. We welcome any and all volunteers.
Cheverly Planning Board
Mayor their meeting will be a week from Wednesday and they are trying to finish-up the Envision Cheverly short document report. We had a brief meeting about the future of the hospital, but very few people are worried about the old hospital as they are working on the new hospital.
Citizen Input
Clarene Haegle I am here on behalf of the Cheverly Village Planning Community. The concept coordinates volunteers and support for people to age and remain in the community. I encourage everybody to read the article in the Newsletter.
Mayor and Council Announcements
CM Coolen we will have a Community Market this Saturday and will be held in conjunction with the Men’s Club Octoberfest. I encourage you to come out.
CM Riazi October 17th will be the third Friday Ladies Night at the Cheverly Legion. Grab a friend and come to the Legion. It is a great way to socialize. Tomorrow is the Bike and Walk to School Day at Spellman that starts at 8am in Legion Park.
CM Cook I want to make sure that 301-618-3930 is the number for Meals on Wheels in Cheverly if you know someone in Cheverly that has a need.
Mayor the National Park Service will be meeting with the Town on October 16th to discuss stormwater issues on the site along the Parkway. CM Coolen and I met with the Hospital today to talk about some neighbor complaint issues and the future of the hospital. The concerts at Capital Plaza have been addressed with the property owner and all of the complaints to the County elected officials were warmly received, but it was hard for them to give us a hand. We want to thank the Nellis Corporation and they have cancelled the concert that was scheduled for the 28th. There are a few items on the Worksession: we will be talking about parts of our portion of the animal control like electronic fences, Bamboo legislation and a future enterprise fund.
Adoption O-6-14 Amending the Violation Section 27 Regarding Vehicles
Mr. Warrington this is a housekeeping matter. We found in reviewing the Code that this section does not include a civil violation as a means to write a ticket. It lists a civil violation related to speed enforcement, but not a stand alone civil violation. This ordinance adds that option under the violations section.
- CM Rodgers to adopt O-6-14 amending the violation section. CM Cook seconded. Approved 5-0.
Adoption R-6-14 Supporting the Increase of Benefits to Volunteer Firefighters and EMT
CM Coolen the County Council has a bill in front of them right now that will increase, after no increases in 14 years, the benefits for volunteers firefighters. This is only available to volunteers that are 55 years old with 25 years of certified volunteer services. The benefits include burial benefits if killed in the line of duty.
- CM Coolen to adopt R-6-14 and to send a letter of support for the County legislation and urging them to improve the benefits. CM Riazi seconded. Approved 5-0.
- CM Rodgers to excuse CM Eldridge. CM Cook seconded. Approved 5-0.
- CM Riazi to close the meeting to discuss a personnel matter and seek advice/opinion of our Town Counsel. CM Coolen seconded. Roll Call Vote Approved 5-0
